"Feinam" is chartered to Chinese. Information of piracy near Wuchow reached me indirectly; but owner here denied it. To-day he admits the occurrence, and values booty taken from passengers at, roughly, 1,000 dollars. Some suspicion attaches to the crew of the launch, also to failure of charterer to report to Consulate. Am investigating.
